









< CENTER>Opening the Forum, the vice-premier of the Government of the Russian Federation Sergey Ivanov said that today Russia is able to ensure its navigation sovereignty in full and guarantee that the navigation signal of the GLONASS system will be provided free of charge and in all the territory of the globe”. He also emphasized the necessity of “the commercialization of the system on the basis of public private partnership with the considerable predominance of a private capital share”.
Following the vice-premier the Chairman of the Information Policy, Information Technologies and Communication Committee of the State Duma Sergei Zheleznyak greeted the visitors of the Forum and read the greeting address from the Chairman of the State Duma Boris Gryzlov.
After speaking of Sergey Ivanov and Sergey Zheleznyak a plenary session took place. At the plenary session a number of reports were made by Russian and foreign experts:
The commercialization of GLONASS in Russia and abroad is the main theme of the Forum and, in particular, the press-conference as a result of the plenary session. According to Anatoly Shilov, Deputy Head of the Federal Space Agency, the implementation of the GLONASS development program is in progress according to the plan and is absolutely transparent towards the user. The development of the concept of the program for the period up to 2020 directed to building “mass equipment” is being completed now.
When speaking about the dynamic of producing the GLONASS user devices, General Director of the Federal Network Operator “Navigation and Information Systems” (OJSC “NIS”) Aleksandr Gurko said that 500 thousand GLONASS modules will be produced in 2011, which will exceed the output volume 5 times in 2010 and the volume of 2009 – more than 16 times. Yevgeny Smelyov, Vice-President of Technical Development of OJSC “AVTOVAZ”, said that the plant has already started the serial production of the Lada-Kalina and Lada-Priora cars with embedded GLONASS navigators.
At the same time the Chief Design of User Navigation Equipment, PVO “Almaz-Antey”, Valery Babakov considers the development of “mechanisms of fighting against dumping and protecting domestic navigation equipment producers” necessary.
Concerning the question of international and regional cooperation all the speakers noted the great prospects of the GLONASS development in both the regions of Russia and abroad. In particular in the framework of the program of forming the network of NIS-GLONASS regional partners, which OJSC “NIS” stated in early 2011 about, 30 of the 150 submitted applications for cooperation have been selected.
As the international cooperation is concerned Aleksandr Gurko called India, Latin America, Middle East and CIS-states “priority markets in terms of the commercialization of GLONASS”. According to him some world developers of navigation equipment have already announced their plans to develop devices supporting GLONASS.
The senior adviser of the US Department of State on the issues of global navigation satellite systems (GNSS) Ray Clore said that the USA wants to develop international cooperation with Russia: “America promotes the world-wide use of the GPS system and the GLONASS Russian system is also actively being developed now and we want to proceed with our cooperation”.
According to the estimates of the executive vice-president of NAVTEQ Map Cliff Fox “GLONASS has good opportunities to develop abroad especially in India”. In his turn Anatoly Shilov noted that 2 key direction of the work with foreign partners are, firstly, increase in the number of the GLONASS ground satellite stations all over the world to improve the signal accuracy and, secondly, providing navigation services to the countries not having their own satellite systems.
After the plenary session the annual ceremony of awarding the prize of the Association “GLONASS/GNSS-Forum” in the field of navigation in two nominations: “For Contribution to the Creation and Development of the GLONASS System” and “For the Introduction of the GLONASS System-based Technologies” was held.
Simultaneously with the Forum the specialized international exhibition “NAVITECH-EXPO-2012” was held. During it the leading Russian and foreign companies presented their achievements in the field of the development and production of navigation equipment and peripheral systems.
During the opening of the exhibition the General Director of OJSC “NIS” Aleksandr Gurko present to the vice-premier Sergey Ivanov a prototype of the new GLONASS/GPS chipset of third generation “GEOS-3” whose serial production is planned for the end of 2012. “GEOS-3” is the most compact and affordable ($15-20) two-system chipset in the world market during whose development special attention was given to cutting down power consumption and improving the accuracy of positioning.
Another new product that was presented by OJSC “NIS” to the vice-premier at the Forum was a system of tracking cargo transport of over 12 tons due to which their travel through populated areas and along federal highways can be controlled.
There were two round tables at the Forum. During them the governmental policy of promoting GLONASS to the Russian and foreign markets as well as the prospects of the social GLONASS were discussed: “Standardization and certification in navigation as effective mechanisms for the protection of the market of GLONASS technologies against products of poor quality and unfair competition” and “The project “Social GLONASS”.
Within the 2 days of the Forum (April 17-18) 7 sections took place, which more than 100 speakers and 1000 visitors participated in:
1. The system of emergency response “ERA-GLONASS”
2. Satellite navigation systems, information and education
3. Satellite navigation technologies in intelligent transport systems
4. Departmental, regional and municipal information-navigation systems. Monitoring and managing transport in enterprise management systems
5. Satellite navigation technologies in construction, land management and nature management
6. Satellite navigation technologies in air, rail and water transport
7. Automobile and personal navigation: equipment and technologies.

The International Satellite Navigation Forum has been held since 2007 and at the moment is a central event of year in the field of the commercial use of satellite navigation technologies and, first of all, the GLONASS Russian navigation system.
The 5th anniversary forum has become the most saturated and interested for all the previous years and united the most actual issues: on the state and plans of the development of satellite navigation systems, on the governmental policy in the field of using the GLONASS system in Russia, on innovative technologies and the newest equipment of satellite navigation.
In the framework of the Forum 115 speakers made reports and over 1000 industrial experts from 14 countries of the world representing the interests of 400 companies took part.
